the reality of his position seems to contradict that. on education. for example on pell grants. he said tuesday night that he wants to continue pell grants for all students and everything and yet he supports the ryan budget which would cut pell grants. >> yeah. >> you know, i haven't read the exact line in the ryan budget on the pell grant cut. i think the house bill that passed didn't cut pell grants because it was a mandated increase for the maximum pell grant. the question is how much money is overall available to fund students up to that maximum and it is unclear what he would do. he did say in his response to that college students' question that he would continue to -- i think he said he would let pell grants grow but it is not clear what that means. then he continued on to say and we'll have our loan program which, to my ears meant he's not going to have the obama loan program and he had in mind a change away from the subsidized loans. but i don't -- i have no inside knowledge on what that might be. >> bill: in

like hell come you talked about refocusing held. i think it's some who wouldn't and fit from pell. i think his proposal which would have of the federal role but in a problematic way. so if you any community or state and said we want to try this idea, they should try out ideas. we could get into a discussion about the viability, and try. i think that the idea of a federal government mandating that as a condition of receiving title i funds and i.d.e.a. funds, mandating that states have not only affordable funding but that states have state dollars, followed kids across district lines, to me is an overreach in terms of a one size fits all policy and i think that the idea of the $700 or $800 or $900 in title i funding support those efforts, leave kids short with a real cost of education are far more that's $900. >> one point. the idea that we can't lend money and the federal education budget to support competitive grant programs and create incentives without moving back core programs like title i and ida is just crazy. you may consider title ii formula fund the program but this is to put

for the california pell project doing a medical and mental health history of a mexican national on death row. after law school laura began her work here in san francisco's mental health system as an outreach counselor for the then aids benefits counselors. today that's the positive resource center, where she supported homeless and triple diagnosed persons by providing them access to mental health services and documenting their disabilities. in 2001 she was hired to direct the mission neighborhood resource center in the mission district right on 16th street, and since then she has been committed to providing crisis intervention and mental health support to thousands, literally thousands of participants who have been impacted by trauma and mental illness from an early age. at mnrc laura has partnered with the san francisco psychiatric foundation and the harm therapy center to provide psychotherapy and psychiatric services to mnrc's participants. presently mnrc is developing its own mental health team by hiring social workers and ftes who are bilingual and buy cultural and practice harm reduction ther
